Custody & Detention

St. Leonard’s Residential provides residential services to males between the ages of 12 to 17 years old who are in conflict with the law under the Youth Criminal Justice Act.

Services and supervision are provided for youth in custody and detention who have been ordered by the court to serve time in custody, as well as youth who have been detained pending further court appearances.

St. Leonard’s Residential provides a safe, secure, healthy, and supportive environment. Within this environment, a range of integrated, evidence-based programs, an on-site satellite school, and services to help address specific risks and needs of youth, thereby promoting positive outcomes for youth, families and the community. Ultimately, the primary goal is to ensure public safety and promote the successful integration of youth back into their communities.

  • Provide a stable home-like atmosphere as a solid, dependable base to allow the development of a healthy self-concept.

  • Provide individualized programming and mentorship on a 24 hour per day availability; Assistance that will focus on problem-solving skills.

  • Utilize the community resources for the benefit of young persons, especially in the areas of drug and alcohol rehabilitation and other self-help agencies.

  • Assist in employment placement and counseling directly regarding job search, work habits, and attitudes towards work ethics.

  • Provide educational opportunities through on-site CTCC school programs, co-op placements, and internship programs in partnership with the Board of Education.

  • Encourage the development of healthy interpersonal relationships and family reconciliations.

  • Promote the beneficial use of leisure time through positive recreational and social activities.

  • Provide effective evidenced-based programming for youth.

  • Develop, in conjunction with the youth and family, a responsible release plan that supports pro-social behaviour within the community.

Young people have the power to shape their own futures, and positive recreation activities play a vital role in their growth and development. By engaging in fun and meaningful experiences, youth can build confidence, develop new skills and foster positive social connections.

Recreational activities are enjoyed both on and off the property. Under the supervision of the staff, youth have access to gyms, skating rinks, and walking trails, and enjoy individual and team activities such as hockey, basketball, bicycling.

Once a youth enters the program, a staff will connect with the parent/guardian and provide an information package.

St. Leonard’s staff work to keep the facility a safe place for youth, staff, and any approved visitors to the site. Those authorized to visit the facility must understand “contraband” and the role they play in keeping everyone safe.  

The term “contraband” is defined very broadly under the CYFSA to include anything that a young person is not authorized to have, anything that a young person is authorized to have but in a place where they are not authorized to have it, and anything that a young person is authorized to have but that is being used for a purpose for which they are not authorized to use it.

The following list of items are considered contraband at St. Leonard’s and are not allowed on site without explicit permission from the Facility Manager.  NOTE: this is not an exhaustive list; additional items may be deemed unsafe by staff, be considered contraband, and not allowed on site. 

  • weapons
  • tobacco products, including cigarettes and vapes
  • matches/lighters
  • solvents (i.e. adhesives, inflammable solvents or other potential inhalants)
  • illegal substances
  • drug paraphernalia
  • medication
  • pornography/offensive materials
  • money
  • stolen goods
  • food
  • clothing

NOTE: those requesting a visit must verify with management. Only management is authorized to verify visitation guests, dates and times. 

Items allowed during visits are to be approved by management.
